Chief Minister Dr. Mohan Yadav has said that whether it is a question of development, implementation of works as per the priorities of the government or law and order, it is the responsibility of the Collector-SP to maintain the ideal situation in all the districts of the state. Collectors and SP will be responsible for all the arrangements in their district. Even senior officers will not be spared in districts where complaints of irregularities are received.

Chief Minister Dr. Yadav said that the state government has constituted a commission for the reorganization of the districts in the state from the point of view of public welfare. Collectors and public representatives should also cooperate in this by giving necessary suggestions. In the coming time, decisions like giving one-third reservation to women and representation in proportion to the population will be implemented. From this point of view, many administrative tasks will be related. Even at the district level, administrative reforms along with public welfare is the primary task. In view of the examinations, control on devices making noise exceeding the prescribed limit, control on drug peddlers, ban on burning of stubble, systematic distribution of manure and fertilizers to farmers, quick disposal of revenue works should be done promptly. Strict steps should be taken against those involved in black marketing of fertilizers.

Chief Minister Dr. Yadav was addressing the Collectors and Commissioners Conference through video conferencing from Samatva Bhawan of the Chief Minister’s residence on Friday evening. Senior officials including Chief Secretary Anurag Jain were present in the meeting. Collectors gave information about best practices in the districts.

Procurement of paddy, millet and soybean, innovations should be done in the districts

Chief Minister Dr. Yadav said that the work related to procurement of paddy, jowar-millet and soybean should be completed systematically in the state. In the districts where information about irregularities is received, guilty officers will not be spared. There should be necessary facilities at procurement centres. Timely availability and systematic distribution of fertilizers and seeds should be ensured. Despite adequate availability of fertilizers in the state, strict action will be taken against the guilty officials in places where complaints related to irregular distribution are received. Chief Minister Dr. Yadav said that an innovation has been done in Shajapur district, in which token distribution was done with the help of CM Helpline 181, unnecessary queues were not created and the work was completed smoothly. By creating additional counters, officers and employees were put on duty in Sagar and Damoh districts. Similarly, a separate counter was made in Indore district for farmers above 65 years of age. Such successful experiments should be done in other districts also.

Use of drones should be encouraged, burning of wood should be curbed

Chief Minister Dr. Yadav said that the use of drones in agricultural work should be encouraged. It is also possible to save material by spraying urea and applying fertilizer through drones. As per requirement, drones should be made available on rent to the farmers, natural organic farming should be encouraged, natural farming development scheme should be implemented and training programs should be conducted for the farmers.

It was informed in the meeting that a strategy has been made for the use of Super Seeder and Happy Seeder in selected districts of the state. With this, the work of controlling weeds will be possible. Chief Minister Dr. Yadav asked for publicity through Narwai Rath to make farmers aware about Narwai management. Sowing through zero tillage technology, crop demonstration of 40 thousand acres of zero tillage farming and seed management and sowing by Super Seeder and Happy Seeder are being done in some districts. These should be expanded to other districts. 400 villages in 30 districts of the state have been selected to make them free from burning of stubble. In Seoni district, the work of imposing Section 144, making 25 Panchnamas and increasing the use of Super Seeder and Happy Seeder was done by the staff of Agriculture Department and District Administration on the field. Chief Minister Dr. Yadav appreciated this experiment. Narmadapuram Collector said that to stop burning of Narvai, farm schools were set up and farmer awareness chariots were run. In some districts, farmers themselves have shown awareness by taking advantage of the grants available on new equipment.

Provide benefits of revenue campaign to farmers and common people

Chief Minister Dr. Yadav said that the one month long Revenue Campaign 3.0 has been launched on November 15. In this campaign, farmers and common people should be provided benefits as per the target set. Farmer ID is being made mandatory for PM Kisan Yojana from December 2024. Therefore, collectors should ensure this work. The work of measles and Aadhaar linking should be done by organizing camps. By completing and arranging the documents related to all the villages of the ownership scheme, local public representatives should be linked to the revenue campaign. Information was given in the video conference and meeting that in the Revenue Maha Abhiyan 3.0, more than one lakh name changes, more than 10 thousand divisions, about 20 thousand demarcations and one lakh 39 thousand map divisions, about 4 thousand records were corrected and about 2 lakh cases were registered from Aadhaar. The goal of linking has been determined.

Geeta Jayanti programs should be held in the entire state

Chief Minister Dr. Yadav instructed the collectors that many programs are being organized in the state on Geeta Jayanti on 11th December, which should be organized systematically. Along with the Bhoomi Pujan of Geeta Bhawan, various events related to the tradition of Lord Shri Krishna will be organized in Ujjain and Bhopal. Its detailed outline has been prepared. In these, efforts are also being made to present a world record presentation of Gita Samvad and recitation of Gita. Preparations have been made for the International Geeta Mahotsav. School Education Department, Higher Education Department and District Administration have to organize various activities by ISKCON organization while coordinating the Geeta Shloka competition and other programs for children. Chief Minister Dr. Yadav said that at present there is a lack of such buildings in the districts where classical and intellectual events are held. Instead of making these buildings just auspicious buildings, they should also be made centers of ideological discussion and necessary literature should also be made available for the youth. Culture, urban development and other departments should also cooperate in spreading the information about the karma-based public welfare objectives of Shrimad Bhagavad Geeta to the people.

In the video conference, Chief Minister Dr. Yadav also gave instructions to ensure necessary arrangements for protection from cold for the citizens in night shelters and shelters during winter season and to take care of their health. Chief Minister Dr. Yadav said that efforts should be increased with the help of social organizations to provide food to the destitute. Food should also be provided to hospital patients and their families. Chief Minister Dr. Yadav directed to completely control the cases of adulteration in the districts and test the food items through mobile food laboratory. Similarly, instructions were given to conduct various activities in the state in the “Hum Honge Kamyab” fortnight starting from 25th November and to continue the activities in Swanidhi Bhi Swabhiman Bhi fortnight starting from 18th November till 2nd December. Chief Minister Dr. Yadav gave instructions to add beneficiaries to Pradhan Mantri Suraksha Bima Yojana, Pradhan Mantri Jeevan Jyoti Yojana and other schemes under “Swa Nidhi Se Samridhi”. Chief Minister Dr. Yadav directed to achieve the target of 100 percent saturation of 25 beneficiary-oriented and community-related schemes identified by the departments in “Dharti Aaba Tribe Gram Utkarsh Abhiyan”. Chief Minister Dr. Yadav also gave instructions to resolve public problems and resolve the pending complaints of CM Helpline within the time limit.

Law and order situation should remain strong

Chief Minister Dr. Yadav said that illegal drugs should be seized by identifying sensitive areas. The criminals should be arrested. Criminals involved in drug trade should be arrested by conducting a special campaign. Youth should be made aware by connecting them with de-addiction campaign. Educational institutions should also make such efforts. There should be control on the supply chain of intoxicants. Intoxicants should be curbed by contacting and communicating with other states also. Various cough syrups which are being used as an alternative to drugs should also be controlled. Police should keep an eye on such activities, there is a special need to stop it, especially in industrial areas. This should also be controlled by randomly checking the medicine shops. There should be immediate action against cow smugglers. Control should also be established against habitual criminals and cyber crimes. Criminal elements should not be spared from police action. Special caution should be taken on the occasion of festivals.

Chief Minister Dr. Yadav will stay in a home-stay in the tribal dominated district.

In the VC, Chief Minister Dr. Yadav said that home-stays are becoming popular in the tourism sector in the state. Chief Minister Dr. Yadav said that he will soon rest for the night in a home-stay being operated in Alirajpur, Dhar or any other tribal dominated district. The identity of the state will be established in the country by inviting famous personalities and cine world personalities to the home-stay in Madhya Pradesh. Home stays are attracting tourists in the districts of Niwari, Chhatarpur, Chhindwara etc. of the state.
