If the scheme yields good results, then only the private builders registered in RERA will be given the powers of Sub Registrar. Let us tell you, before this proposed system, the state government had already given the rights of stamp vendors to private hands. Due to this, stamp becomes easily available to the person for other works including property.
The state government is now going to give the authority of sub-registrar to the builders (private builders) registered with the Real Estate Regulatory Authority (RERA). With this, he will be able to register the property in his project himself.
Initially, the state government will give the powers of sub-registrar to one officer each of Madhya Pradesh Housing Board and Bhopal Development Authority (BDA). Its proposal is ready. This new system will be implemented across the state as soon as the Chief Minister gives the green signal. Under this, an officer of the Housing Board or Development Authority will be given the charge of Sub Registrar.
This officer will be able to register the property in the project of Housing Board or Development Authority in the state. The biggest benefit of this new system will be that the person buying the property will not have to go to the registrar office. He will also be able to get the registration done through the sub-registrar appointed in the Housing Board office.
Builder will do videography of registration process
According to the proposal, by giving the authority of sub-registrar to the builders registered with Housing Board, BDA and RERA, they will be able to get the property registered in their project simultaneously. The benefit of this will be that property buyers will not have to go to the registrar office and will also be able to stay away from the clutches of brokers.
This new system has been named ‘Non Interest Mode’. The builder will videograph the entire process of registry, link it to Aadhaar and register the documents in the software and submit them online. The Sub Registrar will test it and approve it.
This is the arrangement right now
Currently, with the help of a stamp vendor, the buyer and the seller present themselves at the registrar’s office along with two witnesses. Online verification of property documents is done. After this the registration is done. Before this, slots are booked from the Registrar’s office. The registration process is done only when the slot number comes.
Under Sampada 2.0, the facility of getting registration done sitting at home is also available.
Under the new registry software Sampada-2.0, which has been implemented in the state from October 2024, people are now getting their property registered at home i.e. buying or selling. With this system, online registries can be done not only in the state but also from outside the state and the country.
However, even after the introduction of this system, witnesses have to come to the office. The main reason for this is that the service providers do not have thumb impression and web camera, hence work is also going on on the old software of the registry, Sampada-1.
