The meeting of Chhattisgarh State Rice Mill Association was held today in a hotel in Raipur, in which all the officials of the State Executive, Presidents of 33 districts, General Secretaries and rice millers participated. In the meeting, old payments to millers and the policy for Kharif marketing year 2024-25 were discussed in detail. According to the information, this meeting of the State Rice Mill Association lasted for about 6 hours, in which more than 200 officials presented their views.
Millers said that unless prepayment for year 2022-23 is made and the policy for Kharif marketing year 2024-25 is not improved, it will be difficult to continue custom milling work. Millers objected to issues like reduction in incentive amount, penalty in paddy, penalty in rice deposit, bank guarantee, installation of CCTV cameras. Let us inform that Chhattisgarh Pradesh Rice Mill Association has written a letter to Chief Minister Vishnudev Sai demanding improvement in the custom milling policy of 2024-25 and intervention in the payment of old outstanding CMR bills.
Demands of Chhattisgarh Pradesh Rice Mill Association-
Payment of incentive: Keeping the incentive amount as Rs 120/- per quintal, Rs 60/- should be paid for the second installment of the previous year 2022-23 and Rs 60/- for the first installment of 2023-24, and in the year 2024-25 The incentive amount should be paid in lump sum when the rice is deposited as opposed to the miller lifting the paddy. Also, discrepancies in FRK, transportation, gunny bags and penalty should be removed and payment should be made. Our contract is with Markfed, whether we get money from others or not, it does not affect us. Rice Deposit Penalty: Miller will apply in Wings App within 7 working days for rice deposit. If the prescribed quantity of rice is not deposited within 20 working days, a penalty of Rs 5/- per quintal should be imposed on that quantity only. Gunny return: If gunny is deposited for use in paddy, Markfed will return the gunny to the millers by paying utility charges for the amount of gunny used. If not refunded, the price of gunny bag including utility charges should also be paid to the millers. Paddy-rice transportation: Paddy-rice transportation is not the work of the millers, hence monthly payment of paddy-rice transportation expenses should be made at SLC rate, or the transporters should get the paddy-rice transported to the mill. Payment of FRK: FRK should be paid in lot sizes as the work of the millers is only for blading. Camera in rice mill: Order to install camera in rice mill is not acceptable. State President Yogesh Aggarwal told after the meeting that this information along with the letters received from all the districts will be sent to the Chief Minister and Cabinet members, and an appeal will be made for an early solution.
