Orders to give 2 lakh 38 thousand information free to the applicant. The High Court said that the Information Commissioner should not work as an agent of the government. HC ordered the petition of Bhopal film maker Neeraj Nigam. The information of RTI was not given to the applicant within 30 days. After 30 days, 2 lakh 38 thousand rupees were sought from the applicant in lieu of information.
