Ordnance Factory, Khamaria, is one of the sensitive defense production units in the country where critical components like small and large caliber bullets, artillery shells, mortar shells, rifle and machine gun cartridges, fuses and propellants are manufactured. Strict rules of security, permission and privacy apply in such establishments. Therefore, it is considered necessary to have prior permissions for any type of guest training, program or filming.

Many types of reactions are emerging on this viral clip on social media and at the local level. On one hand, some citizens and spectators are seeing the foreign guests’ fondness for Indian music in a positive light and are taking it as a symbol of friendship, while on the other hand, some people have called it inappropriate conduct in a sensitive defense establishment. It is also being considered against Indian culture. Meanwhile, no official clarification has yet come from the factory management, regarding which there are various kinds of discussions.
Many questions remain to be answered
Experts say that from security and administrative point of view it is necessary to know for what purpose this team had come. What level of permission was taken? Were safety standards and procedures implemented and was written approval for shooting or broadcasting in place? It is also important to take care of cultural sensitivity. Entertainment or morale-boosting activities may be considered normal in a work environment, but when shared publicly they have a broader impact. Maintaining transparency, coordination and sensitivity in matters like bilateral technical cooperation is of paramount importance.
