‘Brother was told dead on paper…’ East ADM accused of trying to grab property by fraud, what is the matter?

A shocking case has come to light from Bhopal, the capital of Madhya Pradesh, which has shook the administrative system. Here a former officer is accused that he tried to capture the family property by proving his own brother dead in papers. This conspiracy is not a common man, but former ADM Moolchand Kishore, who is currently working as a Vice Chancellor in a private university.

Jokhilal Mehra, a resident of Iqbal Nagar, Ashoka Garden, alleged in the complaint to the police that his younger brother Moolchand Kishore made a fake death certificate from a private medical college. After this, an official death certificate was also issued from Bhopal Municipal Corporation on the basis of the same document.

How to open fake poles?

This fraud was exposed when this document came to light during the ongoing family property dispute in Jabalpur High Court. In the affidavit filed in the court, Moolchand Kishore claimed that his elder brother Jokhi Lal had passed away, and he had given his property in the name of Moolchand’s wife Rekha Kishore.

When Jokhi Lal Mehra came to know about this conspiracy, he lodged a complaint on 6 September 2025 at the Bhopal Crime Branch. But when no action was taken, he turned to the Bhopal court. The court issued orders to register an FIR immediately, considering the case serious.

After this, the Crime Branch has registered a case against Moolchand Kishore, his wife Rekha Kishore, colleague Krishna Nagvanshi, Sandhya Mehra, and senior officer of private medical college, fraud, preparation of fraud, preparation of documents, and criminal conspiracy.

Fake death certificate made

The investigation also revealed that Moolchand Kishore not only used fake death certificate but also started the process of transfer of property in the revenue department. The most surprising thing is that the medical college did not perform any identity card or verification process of the document while issuing the death certificate. This negligence also raises questions on the entire institute as to how a person can be declared dead without verification. Currently the case is under investigation. The police is conducting forensic investigation of documents and a reply has also been summoned from the medical college administration.
