The capital Raipur and its surrounding areas will soon develop as the State Capital Region (SCR). The special thing is that metro rail service will also be available from Raipur to Durg. The government has appointed a budget of five crore rupees to prepare its survey and DPR.
This initiative is considered to be the new growth engine of the development of the state. The work has gained momentum after the Chhattisgarh Capital Region Development Authority Bill-2025 was passed in the Assembly. Raipur, Durg, Bhilai, Nawa Raipur will come under the purview of Atal Nagar area SCR.
It will be developed on the lines of Delhi-NCR. Chhattisgarh is located in the middle of the country and is moving towards becoming the center of trade, industry and commerce.
Chief Minister Vishnu Dev’s initiative
On the initiative of Chief Minister Vishnu Dev Sai, a plan for planned and urban development has been prepared under SCR. This will lead to development with planning in the capital and surrounding cities. Transport connectivity, infrastructure, better education, health, business, civic amenities will be increased.
50 lakh population will reach by 2031
The capital region estimates a population of over 50 lakhs by 2031. Considering the increasing population and urbanization, the capital region development authority will be created. This authority will act like Delhi, Mumbai and Hyderabad.
DPR will be made with five crores
In the budget of 2024-25, five crore has been made to establish, survey and create DPR. The executive committee will also be formed for the authority, headed by the CEO. In this, city and village investment, urban administration, urban planners, engineers, officers of the environment and finance department, the collector members of the districts will be there.
Development fund will be formed, right to impose special cess
Capital Region Development Fund will be created for the development of SCR. There will also be a separate recurrence fund. The authority will have the right to impose special cess for infrastructure projects. It will create an annual budget and submit a progress report to the state government every year.
Wide purpose of authority
The SCR Authority will not only create development schemes, but will also work to attract investment, implement economic schemes, coordinate between government and private stakeholders and promote infrastructure development. The state government hopes that it will take the capital and surrounding areas to new heights of development.
Chief Minister Sai will be the chairman of the authority
The Chief Minister will lead the SCR Development Authority. It will include Urban Administration, Environment, Public Works Minister, Chief Secretary, Departmental Secretary and four MLAs. Four elected public representatives will also be made members. The Chief Executive Officer (CEO) of the Authority will be the convenor. It will be the main responsibility to ensure land use and environmentally friendly planned development.
