The day of July 17 became historic in the development journey of Chhattisgarh, when Chief Minister Vishnu Dev Sai dedicated the ‘Chhattisgarh Anjor Vision@2047’ document to the people of the state. In a grand program organized in Nawa Raipur Atal Nagar, the Chief Minister said that this document is not only a compilation of words, but a concrete resolution and clear direction to create self -reliant, prosperous and developed Chhattisgarh. He said that this vision is inspired by Prime Minister Narendra Modi’s resolution of developed India@2047 and will provide guidance to include Chhattisgarh in India’s leading and developed state.

The Chief Minister said that where the thinking is big, the direction is clear and there is participation of the people, development is decided there. Today we are dedicating the vision document of our state – Chhattisgarh Anjor Vision@2047 to the people of the state. It is a matter of pride for us that Chhattisgarh is among those selected states who have prepared this vision. The Chief Minister said that he himself gave information about this vision in the meeting of NITI Aayog chaired by Prime Minister Shri Narendra Modi last month, which was particularly appreciated.

‘Atal Bihari Vajpayee laid the foundation of our state’

He said that the revered former Prime Minister Late Atal Bihari Vajpayee had laid the foundation of our state and it has moved forward under the leadership of Prime Minister Modi. On such a historical occasion, when we are celebrating the silver jubilee and unlikely construction year of the establishment of the state, it is very meaningful to dedicate this vision to the public. He said that this document is a symbol of public participation, which contains the dreams and resolutions of three crore people of the state. Not only did the experts and departments support it in preparing it, but also the suggestions of the public were included through the working groups, division level mass media and peacock Sapna More Developed Chhattisgarh portal.

India has become the center of global hopes

The Chief Minister said that when India has become the center of global hopes under Prime Minister Modi’s visionary leadership, Chhattisgarh is also ready to play a leading role in the direction of developed India. We are creating new records of development with zero tolerance policy against terrorism and Naxalism. He said that we have learned from Modi ji to keep a high goal and work hard. Earlier, he used to say that if Modi is possible, now it is said that if Modi is, then it is certain – the goal till 2047 is now our shared direction.

The Chief Minister laid special emphasis on the fact that Chhattisgarh will play the role of Power House in making the grand building of developed India energetic. Our steel will make this goal steely. He said that steel production will be increased from 28 million tonnes to 45 million tonnes by the year 2030, and it is a matter of pride that steel of Chhattisgarh has been used in the highest bridge in the country on the Chenab river in Jammu and Kashmir. Similarly, coal generation will be increased from 207 million tonnes to 437 million tonnes, power generation from current 30 thousand MW will be transported to the top position in the country. Iron and production will be increased from 46 to 100 million tonnes. Chhattisgarh has become the first state in the country, where the Lithium mineral block has been successful.

The Chief Minister described multi-model connectivity as the most important basis of management of resources. He said that from 1853 to 2014, only 1100 route kilometers railroads were built in the state, which will be doubled by the year 2030. Schemes like Bodhghat Project will provide new expansion to irrigation and power generation. He stated that this vision has been prepared with a clear action plan, with short -term by 2030, mid -day by 2035 and long -term targets by 2047.

Balanced development will be done through 10 missions in 13 major areas of the state

The Chief Minister said that through this Anjor Vision @2047, economic, social and cultural development will be balanced through 10 missions in 13 major areas of the state, including agriculture, manufacturing, tourism, culture, logistics and IT to organic farming and education. Keeping in mind the geographical location of Raipur, the logistics policy has been prepared which will give impetus to e-commerce.

GDP target to increase from 5 lakh crores to 75 lakh crore

He informed that through this vision, the GDP of the state is an ambitious target to increase the state’s GDP from Rs 5 lakh crore to Rs 11 lakh crore and Rs 75 lakh crore by 2047. In order to strengthen the agro -based economy, schemes like Krishi Adhiya Mission, Organic Farming, Export Based Prospects and Kisan Samman Nidhi will be effective. By the year 2047, a target has been set to increase the income of farmers by more than 10 times.

Concrete plans have also been made in the fields of health, education and life expectancy. Under the Ayushman Bharat scheme, 87 percent of the people have already covered, the target is 100 percent. Medicity in Nawa Raipur, Super Specialty Hospital in Bastar-Sarguja and many medical colleges in the state are being set up. After rationalization, no school is teacherless now. Work is being done on the establishment of 5 thousand new teachers recruitment, 1 thousand PMshree School, 36 Adarsh College and Global Skill University.

The Chief Minister said that the unemployment rate in the state is 2.7 percent, which is targeted to bring less than 1 percent by 2047. Skill development is being given new direction in collaboration with PAN-IIT institutions. Semacular plant and AI Data Center Park are being developed in the IT sector. More than 350 policy and administrative reforms have been made in the last one and a half years and investment proposals of 6.75 lakh crore have been received.

Single Window System 2.0 approves industries with one click

He informed that industries are being approved at one click through single window system 2.0. Home-sight and eco tourism are being promoted in Bastar and Surguja by giving tourism status to tourism. Currently 2 crore tourists come to the state, which have been targeted to reach 10 crore by the year 2047.

44 percent forest area will become the country’s oxygen hub

The Chief Minister said that services like Aadhaar, Ration Card, Banking are being transported to the villages through Atal Digital Services Centers. He said that environment-friendly development is sustainable and Chhattisgarh will play a leading role in achieving the Prime Minister’s net zero carbon emission target by 2070. 44 percent of the forest areas of the state will become oxygen hubs for the country. Innovations like plastic waste in Kalguda, Bastar are promoting circular economy.

The Chief Minister, while removing the misconceptions spread about mining, said that in the last 45 years, only 28,700 hectares of forest land has been converted under FCA, and the actual harvesting has been done in only 0.11 percent area. At the same time, an increase of 68,300 hectares of forest area has been registered in the last years. Mining leads to 9.38 percent of the state’s GDP and 2 lakh direct and 20 lakh indirect employment is created.
The Chief Minister described the development works done through CSR and DMF as a new light and said that Chhattisgarh has been honored by the central government. He informed that civil participation portal is also being prepared so that public participation in the schemes will increase.

No goal is impossible when the path is clear

The Chief Minister congratulated the State NITI Aayog and officials for preparing this historic vision document and said that when the path is clear, resolution is firm and hard work, then no goal is impossible. He called upon the people of the state to become a partner by considering this vision as a shared dream and realize the concept of Chhattisgarh developed till 2047.

What did Finance and Planning Minister OP Chaudhary say?

Highlighting the structure of the vision document and its strategic features, Finance and Planning Minister of Chhattisgarh State O.P. Chaudhary said in his address that Chhattisgarh Anjor Vision @2047 presents a multidimensional strategy in areas such as comfort, inclusive economic development, good governance and investment incentives of the citizens of the state. He reported that the document clearly defines short -term (until 2030), middle -run (by 2035) and long -term (till 2047), which ensure the direction of all -round development of the state.

The Finance Minister said that this vision focuses on 13 major socio-economic themes, including areas such as education, health, industry, infrastructure, logistics, agriculture, forest produce, investment, skill development, information technology and artificial intelligence, tourism, culture, environmental protection and sustainable development. Strategy for effective and timed implementation, evaluation and monitoring of all these subjects, measuring indicators and more than 200 policy, institutional and infrastructure initiatives have been proposed.

Target to increase per capita income by 10 times- OP Chaudhary

He said that through Anjor Vision, a target has been set to double the size of the state economy in the next five years and by 2047 to increase the GDP by 15 times and per capita income by 10 times. He said that Chhattisgarh will be developed as a major center of investment in industry, service, health, education and inflation. In this, the roadmap for the construction of more than 5,000 smart villages and more than 10 smart cities has been fixed, along with Chhattisgarh will be made a leading IT hub in the country.

He also underlined that innovation of innovation and opportunities in the service sector, providing national leadership to Chhattisgarh in tourism and IT sector, and strengthening the logistics sector, taking advantage of the state’s favorable geographical location, include the major priorities of the vision. With these efforts, new avenues of employment will open in the state and there will be a widespread change in the economic structure.

The Finance Minister also informed that this vision document has been constructed by the State NITI Aayog with the cooperation and comprehensive public participation of departments. Through communication with youth, women, farmers and various stakeholders, their aspirations have been contained in this document. Along with the national priorities of the country, this document has also been prepared by giving proper respect to the cultural heritage of the state.

This vision document is not only a directive

The Finance Minister in the end expressed the belief that this vision document is not only a directive, but also a solid strategic framework for converting Chhattisgarh into a developed state, in which every citizen’s role will be important and which can be evaluated through continuous progress.

Dr. Raman Singh presided over the program

The program was chaired by Dr. Raman Singh, Speaker of Chhattisgarh Legislative Assembly. NITI Aayog Member Prof. Ramesh Chand, Deputy Chief Minister Vijay Sharma, Ministers Sarva Ramvichar Netam, Dayaldas Baghel, Kedar Kashyap, Shyam Bihari Jaiswal, Lakshmi Rajwade, Sasand Brijmohan Agrawal, NITI Aayog CEO BVR. Subrahmanyam, Chief Secretary and Deputy Chairman of the State NITI Aayog, Amitabh Jain was present as a special guest. Apart from this, many senior officials were also present in the program including the state’s Padma Award Guest, MLA Gana, Public Representative Gan, Corporation, Divisional, Commission Chairman, Additional Chief Secretary Manoj Pingua, Principal Secretary to Chief Minister Subodh Kumar Singh, Chief Minister’s Secretary P Dayanand, Rahul Bhagat, Subrahmanyam of Subrahmanyam of State NITI Aayog member, Ankit Anand, Secretary, Planning Economic and Statistics Department.
