Madhya Pradesh government decided to resume the promotion process stopped for eight years

The Mohan government of Madhya Pradesh has announced a big relief for the employees of the state. The way has been cleared to start the process of promotion that has been stopped for eight years, which will benefit more than four lakh officers and employees.

Chief Minister Dr. Mohan Yadav narrated this good news through a video message after a cabinet meeting on Tuesday, 8 April 2025. The government has prepared for promotion with new rules after deliberations on all aspects, causing a wave of enthusiasm in the employee world.

This step is not only in the interest of employees, but will also strengthen the administrative system. Although the issue of reservation in promotion is still under consideration in the Supreme Court, the government has decided to carry forward this process by finding an alternative way.

Merit and seniority will become base

According to government sources, the new rules of promotion will be given priority to merit as well as seniority. Employees promoted from April 1, 2025 can get economic benefits. Instructions have been given to the heads of all departments to issue an order after meeting the departmental promotion committee (DPC) as soon as the rules are passed from the cabinet.

There will be again DPC of temporary promotion given on caretaker posts, so that they too can get financial benefits of senior posts. The special thing is that since 2002, the Scheduled Castes (SC) and Scheduled Tribes (ST) employees will not be promoted. This decision is a step taken to maintain balance between employees.

Reservation dispute stopped promotion

The reservation case in promotion has been complicated since 2016. Engineers of the construction department had filed a petition in the High Court Jabalpur and challenged the promotion rule 2002. The High Court canceled it, after which the government reached the Supreme Court.

Promotion came to a standstill from May 2016 due to the Supreme Court’s order to pending and maintain the status quo. During this period more than one lakh employees retired without promotion. This long gap created dissatisfaction among the employees, which the government is now trying to overcome.

Rules made in Shivraj government, but not agreed

In view of the displeasure of the employees, the then Shivraj government had prepared new rules from senior advocate of Supreme Court Manoj Gorakela, but could not agree.

After that the committee was formed under the chairmanship of the then Home Minister Dr. Narottam Mishra, which interacted with the employee organizations, but no solution was found. Eligible employees were given charge of high positions as an interim measure, but this was not a permanent solution. This situation further increased dissatisfaction among employees.

Law department shows the path

Law and Legislative Department suggested the path of promotion. On the petitions of the employees, the High Court admitted that the reservation rules may have been canceled, but the departmental recruitment rules have not changed. Under these rules, there is a provision for promotion on the basis of seniority after a certain period.

On the basis of the order of the RP Gupta case of the High Court, it was decided to promote promotion by creating a committee under the Recruitment Rules 2010. These promotion will remain under the final decision of the Supreme Court, so that legal complications can be postponed.

Chief Minister Dr. Mohan Yadav said in his message, “The tangled cases of promotion are moving towards resolving. Long -time employees were deprived of this opportunity. Many retired without promotion. It seems strange to not get rights sitting on the same seat.

We have searched the way after consultation at different levels. All sections have been paved by agreeing. I am glad that the cabinet decision will soon give this pleasant information to the employees. ” His statement has raised hope among the employees.

Number and impact of staff

According to March 2024 data, there are 8,286 of first class, 40,020 in second class, 5,00,048 of third class and 58,522 regular employees in the state. With the recruitment of the last one year, this number has exceeded seven lakhs.

With the benefit of promotion to more than four lakh employees, new energy will come in administrative work and the morale of the employees will increase. This decision also shows the employee -friendly policy of the government.
