The meeting of the Council of Ministers was held in the Ministry on Tuesday under the chairmanship of Chief Minister Dr. Mohan Yadav. The cabinet approved the introduction of “Chief Minister Sugar Transport Services” to provide organized, convenient and safe passenger transport bus services in ordinary and rural routes of cities and rural areas in Madhya Pradesh. Traffic and route of rural and ordinary routes in the state will be run to passenger buses according to a systematic planning while determining the frequency of all and buses. The cabinet has decided to provide smooth safe and regulated passenger transport facility in the state of Madhya Pradesh through private sector.
Approval of Rs 101 crore 20 lakh was approved as an Ashmpuji to start passenger transport service. For this, approval has also been given for the formation of state level holding company. Currently, SPVs are formed under the Companies Act for public transport in 20 cities of Madhya Pradesh, out of which 16 are employed. All the above companies will be merged as 7 divisional companies. A holding company will be formed under the Companies Act 2013 at the state level for integrated control of the above seven companies. At the same time, approval was given to discharge obligations under the three-tier structure and 51 percent of the state level holding company in seven regional subsidiaries and approved the approval of the required amendment in the board and its Artical of Association of seven subsidiaries, and the current prevalent company for Rewa and Gwalior was approved to set up a new regional company. The formation of these regional subsidiaries, the current company of the city bus transport located in the respective divisional headquarters was approved and approved to be constructed. Approval for the formation of district level passenger transport committee was also provided.
M.P. Theoretical approval was given to make necessary amendments and desired provisions in the rules of Motor Vehicle Rules 1994. For the discharge of transportation related to transport by the relevant city transport companies of seven subsidiaries, the movable and immovable property that will be used will remain in the dominance of these companies. Similarly, bus terminals, bus stands, bus stops etc. prepared from their own fund by city-corporation, authority etc., will be developed for excellent quality and passenger convenience in harmony with holding company.
New assistant companies will continue to use the office building of current city bus companies. Such immovable opinions of the office, which are earned or constructed from the urban body fund, will be evaluated separately and the amount will be reimbursed by the Transport Department. The newly constituted state level company will be included as a supervision agency under the Rejuvenation Policy 2022 by the Urban Development and Housing Department.

The responsibilities of the holding company will be as follows
(1) Origin and Destination (O-D) survey and bus route identifying the simple route and rural route in the entire state, so that more and more routes can be financially practicing for operators. Also, the identification of a route which is not practicing financially for the operator.
(2) To determine the fruits of buses after the route survey, to cooperate to prepare the division -wise scheme for passenger transport service under the provisions of the Motor Vehicle Act.
(3) Providing permits to contracted operators selected by the tender process on the routes by the government.
(4) A skilled IT In the offices of the platform, state level undertakings and the offices of the regional company, to operate a skilled IT platform while setting up control and command centers.
(5) IT Through technology solution, e-tick for passengers, mobile apps which can allow buses to trekking, figure and travel planning. Also, cashless, tapon-tapoff facility, passenger information system etc. will be made available for passengers. Also, the operator app for contracted operators, video audit software (for the number of passengers in buses at any time) will be given training of field audit app, MIS/ dashboard facility (including report), operator staff. Along with this, control and command center software for the state and regional subsidiary, a booking platform for bus/auto/taxi/metro will be provided (Open Network for Digital Commerce Platform), online passenger booking facility, passenger help desk, operation dashboard, staff training etc. in the offices of state/division. Apart from this, a travel app is prepared for providing the last mile connectivity and multi-model transport of passengers, in which bus, auto, taxi, e-scooter, metro etc. are compiled. Passenger information system can also be set up on real time basis on bus stands, passenger buses. This information will be provided directly to the passengers on mobile through mobile application.
(6) Preparation of Standard Operating Procedure (SOP) and policy for various activities for the regional subsidiary and providing necessary guidance in day-to-day operation etc.
(7) Contracted bus operators will be provided facilities for necessary infrastructure like depot, bus stand, bus stop, booking centers etc. The development/construction work of bus depot, bus stand, bus stop in urban areas will be done by the Urban Development and Housing Department and the holding company will be transferred for maintenance and operation. The company will also be able to strengthen the transport infrastructure in the state in the restoration scheme.
(8) The operators will be provided necessary cooperation and security for the smooth operation of buses.
(9) Capacity building and training centers will be formed at the regional level. Which will include training of private, government, semi -government staff.
(10) The setup of environmentally friendly work like e-bus, electric charging etc. will be promoted simultaneously.
(11) Keeping in touch with various stake holders like bus operator, public etc., this IT. Other intermediate para transists (IPT) operators and other non -contracted private bus operators under the aggregator roll on the platform were also single IT. (12) Taking advantage of the scheme of green funding and central government / state government, the bus operation system will be strengthened.
(13) The main assets available in the company’s state will be maintained and acquired new properties as per the requirement and they will be used as transport services and revenue income.
After the formation of the holding company, this seven company will fall into the category of this state level company, if the shares of this holding company are taken on the majority basis in the company of the above seven divisional headquarters. Through these companies at Bhopal, Indore, Jabalpur, Gwalior, Ujjain, Sagar, Rewa divisional headquarters, passenger bus transport service will be operated in their field. The responsibilities of regional subsidiaries will be basically in accordance with the state level company and this subsidiary will work under the instructions of Dainindini Bus Operation, Revenue Income and Holding Company.

Decision to review various allowances payable to government servants
The cabinet approved the revision of various allowances currently payable to the government servants of the state government by the Council. As a result of the revision of various allowances payable to government servants, additional annual expenditure on the state government will come to about Rs 1500 crore. Home freight allowance will be provided on the basis of 10%for A category cities on the basis of basic salary payable in the seventh pay scale for government servants, 7%for B category cities, 5%for C and D category cities.
Daily allowance, vehicle allowance, mile allowance, eligibility for stay, local transport during travel outside the state, transport of domestic equal on transfer and transfer grant, increase in permanent travel allowance on the basis of price index. Along with this, double allowance for additional work, unprofessional allowance given to eligible doctors and medical teachers of the state government, secretariat allowance and special allowance for ministry officials have been approved. Along with this, the grant of grant payable to the family on the death of government servants will be given up to a maximum of Rs 1 lakh 25 thousand on the basis of 2.57 multiples of the currently prescribed eligibility.
