Madhya Pradesh Chief Minister Dr. Mohan Yadav made this statement in the assembly on 14 March. Along with this, the CM has indicated that the path of promotion of employees is going to be cleared soon. Actually, employees and officials have not been promoted in Madhya Pradesh for the last 9 years. During this period, more than 1 lakh officers and employees have retired without promotion.
Ministry sources say that the government has set three criteria for promotion. It has also been decided that whatever promotion will be done, they will be under the decision of the Supreme Court.

Promotion has been stuck for 9 years
The promotion process in MP has been halted for the last 9 years. During this period, more than 1 lakh officers and employees have retired without promotion. There are legal and administrative obstacles in the path of promotion from lower levels to senior positions. Due to this, there is not only dissatisfaction among the employees, but due to vacancies in many departments, functioning is also being affected.
Why were promotions stuck?
Actually, the case related to reservation in promotion was pending in the Supreme Court. Due to the directions of the court and various petitions, the government could not proceed the process of promotion. Due to this legal screw, no department could promote for the last 9 years.
Government found a solution
According to sources, the government has set three criteria regarding the promotion process. First, the promotion process will be subject to the decision of the Supreme Court. Second, the balance of all cadres will be kept in the process. Third, promotion will be done in a phased manner according to department -wise vacancies and eligibility.
Highly placed sources in the ministry say that the government may soon issue a detailed guideline, so that the process of promotion can be started following the conditions of the Supreme Court.
Expectation of employees
Following this statement of the Chief Minister, the employees of various departments of the state have once again raised hope. Employees’ organizations are also welcoming the government’s stand and expecting any concrete decisions to be taken soon.
How did the controversy start?
In the year 2002, the then Madhya Pradesh government made a promotion rules by providing reservation in promotion. After this, the employees of the reserved category started getting the benefit of reservation in promotion, but dissatisfaction started in unreserved class employees.
The matter became serious when a large number of unreserved class employees were deprived of promotion and approached the court. The petitioners argued that the benefit of reservation in promotion should be available only once.
High court decision and Supreme Court stay
On the basis of these arguments, the MP High Court rejected the MP Public Service (Promotion) Rules 2002 on 30 April 2016. The government challenged this order in the Supreme Court. The Supreme Court ordered the promotion to maintain the status quo. Since then, promotion in all departments in MP came to a standstill.
Ruckus in political corridors
After the High Court’s decision, politics also got warm. On 12 June 2016, the then Chief Minister Shivraj Singh Chauhan arrived at the Conference of Scheduled Castes, Tribe Employees-Officers (Ajax). At that time there was about two and a half years left in the assembly elections.
At the conference, Shivraj said, “No one can end the red reservation of Mai while I will also give reservation in the promotion.”
He also added, “Reservation will also be given in contract recruitments. I have been the Chief Minister and Narendra Modi due to the reservation of Dr. Bhimrao Ambedkar.”
Caste politics and resentment
Shivraj Singh’s statement came into the discussion from social media to streets. The upper caste, which was already advocating reservation on economic grounds, became openly angry. Gwalior-Chambal region had the most agitations against this statement. The agitations became so widespread that anti -government protests took place in many places and upper caste organizations opened a front against the BJP.
Impact showed in 2018 election
The BJP had to bear the brunt of this in the 2018 assembly elections. Political pundits believed that Shivraj’s statement of ‘Mai Ka Lal’ caused the party to harm the strong strongholds like Gwalior-Chambal. As a result, the BJP lost several important seats and the Congress returned to power.
Now what is the government preparing?
Now Chief Minister Dr. Mohan Yadav has indicated that the government is moving towards resumption of promotion process with the Supreme Court guidelines and balance of all classes. The government is planning on the basis of three important criteria, so that a balanced and legally strong solution can be revealed.

Experts believe that if the process of promotion starts, it will provide relief to the officers and employees stuck for years, while the government will also help in filling the vacant posts at the administrative level.
