Chief Minister Dr. Mohan Yadav has said that the empowerment of the nation is in the empowerment of the states, so the share of states should be increased in central taxes and revenue receipts. States work to fulfill their goals only with their capacity and limited resources. With more financial grants from the Central Government, the states will be able to achieve their long -term goals in the short term. Developed India cannot be built without developed Madhya Pradesh, so states should be increased from 41 percent to 48 percent in central taxes. This will strengthen the states and help the nation to carry development.
Chief Minister Dr. Yadav said that Madhya Pradesh is a big state, so its needs are also big. The establishment of a public welfare state is the goal of the Central and State Governments. This target can be achieved with better coordination and mutual harmony of the Center and the states.
Chief Minister Dr. Yadav was addressing an important meeting with the Chairman and members of the 16th Central Finance Commission at the Kushabhau Thackeray International Convention Center on Thursday. He also apprised the Finance Commission about the requirements of the Commission for the Commission’s requirement to achieve the long -term targets of the state.
Chief Minister Dr. Yadav said that Madhya Pradesh is the most progressive state in the country. The state is moving rapidly in the fields of agriculture, infrastructure, education, health, forest, tourism, urban development and industrial development. More development/grant is required from the Central Government for more development in these areas. He said that Madhya Pradesh also has to contribute to developed India. We will fulfill the resolve of developed Madhya Pradesh. Chief Minister Dr. Yadav said that now our budget is about three and a half lakh crore rupees. In the next five years, we will increase this budget to double.
Chief Minister Dr. Yadav told the Finance Commission that we are working closely with the neighboring states for water sharing by connecting rivers. In the Parvati-Kalisindh-Chambal (PKC) River Combination Project, we are being done in collaboration with Rajasthan. The Central Government allocated Rs 90 thousand crore for this national river joint project. Similarly, work is being done with the Uttar Pradesh government for the Ken-Betwa Link National Project. Prime Minister Narendra Modi has given pride to Madhya Pradesh by worshiping both national projects. Now working on the Tapti river project with the Maharashtra government. He said that till 20 years ago, only 7 lakh hectares of agricultural land in the state was signed, today we have irrigated more than 48 lakh hectares of agricultural land in the state. There are a campaign for river joints in the state. We have a intimate relationship with the farmers and it is our first duty to deliver water to the fields. Due to our policies, farmers have increased rapidly towards organic farming.
Chief Minister Dr. Yadav said that investors are also joining due to our 18 new industrial policies. Through RIC and GIS-Bhopal, the state has received investment proposals of Rs 30.77 lakh crore. It symbolizes investors’ increasing faith in Madhya Pradesh. We are making industry cells in every district collectorate of the state, so that any investors will be able to solve difficulty at the district level. We are making business and business smooth in the state. Will take the support of everyone in this.
Chief Minister Dr. Yadav said that we will promote milk production in every possible way in the state. It is our endeavor that more than 20 percent of the country’s milk is produced in Madhya Pradesh, both our farmers and cattlemen will be completed. Chief Minister Dr. Yadav said that we are also using the energy of youth power. Conservation of people, water, forest, land and biological diversity, following Panchsheel principles, is our primary goal. He said that if the forest survives, the water will be saved and the water will be saved, then the life will be left. We are also making every necessary efforts to preserve biological wealth.
Chief Minister Dr. Yadav said that to make the farmers of the state self -reliant, 30 lakh farmers will be given solar pumps in the next three years. This will make our farmers Annadata as well as energetic. Chief Minister Dr. Yadav said that our government is going to provide permanent connection of electricity to farmers for just five rupees, due to which our farmers will not have to wander anywhere for electricity connection.
Chief Minister Dr. Yadav also informed the Finance Commission about the innovations made in Madhya Pradesh in the last one year. He informed that our government has started an air ambulance service. Due to this, many serious patients were saved by airlifting many serious patients in the last one year. Our service has received a very good response.
Chief Minister Dr. Yadav also underlined the special priorities of the state government separately before the Finance Commission, demanding necessary financial support for the development and public welfare schemes of the state. He also handed over a copy of the memorandum to the Finance Commission on behalf of the state government. It mentions the needs of investment and financial support in various fields in detail. Chief Minister Dr. Yadav also informed the Commission about the future schemes of the state by the state government. Chief Minister Dr. Yadav also presented a logo to the chairman and members of the Commission.
Madhya Pradesh is aware of progress in future
The sixteenth Finance Commission appreciated the progress made in various fields of development in an important meeting held in Bhopal today and said that Madhya Pradesh is also aware of progress in future. The Chairman of the sixteenth Finance Commission Arvind Panagariya said that the country cannot develop without the development of big states. Dr. Annie George Mathew praised the presentations on various sectors from the state and said that areas like disaster management and climate change will have to be focused. Dr. Saumya Kanti Ghosh said that Madhya Pradesh has made itself an ideal state in financial management. This has become a state of continuous revenue. All the goals of the 15th Finance Commission of Madhya Pradesh have also been achieved. He said that it is necessary for the country to protect the resources of Madhya Pradesh like water, forest and land.
Deputy Chief Minister Jagdish Deora welcomed the Chairman, members and officials of the 16th Finance Commission and said that Madhya Pradesh is operating its financial resources with full capacity and efficiency. Despite the Kovid-19 epidemic, we kept our economy balanced. Revenue surplus continued from the year 2004-05. We used this revenue surplus and debt in the creation of productive capital assets.
Deputy Chief Minister Deora said that to increase the revenue of himself, the target has been achieved in both the State Tax Revenue and State Non-Tax Revenue. Our performance has been commendable in all major indicators of loan and deficit in the range of recommendations of the 15th Finance Commission. We have worked in a planned manner for the timely and meaningful use of long-term interest-interest-loan being received from the Government of India for capital work. As a result, we have been successful in getting maximum amount from the center.
Deputy Chief Minister Deora said that Prime Minister Narendra Modi is the goal of making the country a developed India till 2047. In this, under the leadership of Chief Minister Dr. Yadav, the resolve to become a developed state by 2047 is moving forward. For this, a broad and well -organized roadmap has been prepared. The target has been set to double the state’s economy in the next 5 years and to make strategic investment in important socio-economic sectors. Trying to increase their own revenue resources to achieve their development goals. Deputy Chief Minister Deora reiterated the commitment to further strengthen public financial management.
Chief Secretary Anurag Jain said in a welcome address that Madhya Pradesh has prepared the roadmap of Madhya Pradesh developed according to Prime Minister Modi’s 2047 developed India vision. Five annual action plans are made. He said that work is being done in Mission Mode for Garib Kalyan Mission, Youth Welfare Mission, Farmers Welfare and Women Empowerment. He said that agriculture has increased the contribution of agriculture to the state’s GDP. Chief Secretary Jain said that Madhya Pradesh has made 18 policies. Tourism is a major area. There is unlimited possibilities in the field of tourism in Madhya Pradesh. It also includes spiritual tourism. He said that the administration has become smooth and comfortable with the public belief law and its first Public Service Supply Guarantee Act. Apart from this, many efforts have been appreciated at the national level like overall data, online registration in wealth, mapping of assets, ownership schemes of employees.

Principal Secretary Finance Manish Rastogi gave a presentation on the overall financial scenario of Madhya Pradesh. Additional Chief Secretary Sanjay Kumar Shukla discussed the financial needs and plans of the urban administration and urban bodies. Principal Secretary Smt. Deepali Rastogi discussed the financial management of panchayats and the requirements of additional resources. Principal Secretary Shiv Shekhar Shukla said in his presentation in tourism and culture that new possibilities of spiritual and cultural tourism have been created. Apart from this, new areas like Heritage, Film Tourism have also come out. Under the new policies, investors have been attracted to investment. Referring to the vision of the new Madhya Pradesh, Principal Secretary Raghavendra Kumar Singh said that a new Madhya Pradesh is being formed due to the arrival of special attention to industrialization and the arrival of new areas like foreign capital investment, AI, cyber administration. Additional Chief Secretary Manu Srivastava said in relation to the energy sector that the goals of the 15th Finance Commission have been met. Now hybrid storage is being noted. Arrangements have been made to provide plenty of electricity to the farmers. Madhya Pradesh is a state producing solar energy at the cheapest rate in the country.
