Omar Abdullah presented JK budget, free electricity and bus travel, praise PM Modi during budget

Jammu and Kashmir Chief Minister Omar Abdullah on Friday presented a zero deficit budget in the assembly, with an expenditure of Rs 1.12 lakh crore for 2025-2026. Emphasis was laid on multi-regional welfare and development of the Union Territory. Abdullah, who is also handling the Finance Department in the National Conference -led government, presented his first budget in the assembly. The Chief Minister announced to provide 200 units of free electricity to Antyodaya Ann Yojana families. All women of Jammu and Kashmir will be provided free travel facility in all government transport including e-Basis from April 1. While presenting the budget in the assembly, Abdullah praised Prime Minister Narendra Modi, Home Minister Amit Shah and Finance Minister Nirmala Sitharaman for cooperation in various fields.

This is the first annual budget of Jammu and Kashmir since 2018. After the cancellation of Article 370 in 2019, Jammu and Kashmir and Ladakh were given a separate union status. Amidst the thunderous applause, Abdullah started his speech with a Persian couplet and said, “I am standing in front of you today to present my first budget as Finance Minister, which is the first budget of the collective government in seven years. Although this is an honor, but I am well aware of the responsibility of being the patron of Jammu and Kashmir at this critical point. ”

Pure budget of Rs 1,12,310 crore
He said that it is a road map for a new and prosperous Jammu and Kashmir, which reflects the aspirations of our people and lays a strong foundation for economic development, social progress and sustainable development. Abdullah said, “The total net budget estimate for FY 2025-26 is Rs 1,12,310 crore, which does not include the provisions of Wage and Means Advance and Overdraft.” Focusing on zero deficit budget, he said, “The expected revenue receipts are Rs 97,982 crore and capital receipts are Rs 14,328 crore. Similarly, revenue expenditure is estimated to be Rs 79,703 crore and capital expenditure is estimated to be Rs 32,607 crore. ”

‘Priority to inclusive development’
Talking about the estimates, he said that gross receipts are estimated to be Rs 1,40,309.99 crore, including provisions of overdraft of Rs 28,000 crore. Abdullah emphasized that the budget has given priority to inclusive development, fiscal discretion and infrastructure, agriculture, industry, healthcare, education and strategic investment in digital rule. He said, “Our goal aims to bridge regional inequalities, empower youth and women and promote business -friendly environment to attract investment and innovation.”
