A new revelation has been revealed in the case related to the alleged conspiracy of the murder of Sikh worker Gurpatwant Singh Pannu. According to documents filed in the US federal court, Pannu has submitted a copy of his petition to Ajit Doval, India’s top intelligence officer and National Security Advisor of Prime Minister Narendra Modi.
Pannu’s petition alleged that Nikhil Gupta was hired by several senior officials of the Government of India, Ajit Doval and Research and Analysis Wing (RAW) to kill Pannu. The conspiracy failed when the shooter hired by Gupta actually turned out to be an undercover American agent. The petition also said that this “Murder for Higher” conspiracy was part of the widespread strategy of the Government of India, targeting Sikh workers. These include people who are demanding the right to self -determination of Sikhs in Punjab, criticizing alleged harassment against religious minorities and highlighting cases of human rights violations in India.
Help private investigators to summons Doval
According to the new documents presented in the court, Pannu arranged for two legal agencies and a private investigator to hand over summons to him during Doval’s visit to the US. According to the announcements filed in the US court, the US Secret Service officials refused to accept summons, although it was also sent to the location where the doval was staying. Despite this, under the US court’s order of 12 February 2025, Doval was issued summons through alternative means. The documents stated, “Pannu respectfully informs the court that the process of summoning the defendant (Doval) has been completed.”
Doval will have to answer within 21 days
If the summons process is completed, Ajit Doval will have to respond to Pannu’s trial in the US court within 21 days. Pannu alleged, “On the instructions of Prime Minister Modi, Doval and his colleagues conspired to assassinate an American citizen violating American sovereignty, just because he expressed his political views.” He added, “I have full faith in the US justice system and I am sure criminals involved in the border repression will be brought into the dock of justice in criminal and civil court.”

Pannu’s lawyer Matthew Bordeen (Borden, LLP) said, “We have started the process of legal action against Ajit Doval. He is a prominent defendant in this matter and no longer hide his involvement. We are ready to gather evidence from them and ensure justice for our client. ”
