New excise policy issued in the state, prices of other shops in the district will increase to make up shops

Liquor shops in 19 holy cities and villages in Madhya Pradesh will be closed from April 1. To compensate for the income from them, the government will increase the rest of the shops in the concerned district by up to 25 per cent.

The restaurant has also agreed to increase the floor area for liquor sold in the open area. The department has also fixed license fees based on the number of individuals for commercial events.

E-bank guarantee validity till 30 April 2026

In the new Excise Policy, which will be implemented from April 1, contractors taking licenses for liquor shops will be given only as e-bank guarantee. Through this, alcohol shops can be allotted.

The validity period of the e-bank guarantee will be at least till 30 April 2026. FD will not be accepted for this and the already deposited FD will not be renewed. The e-bank guarantee will not be used anywhere else.

The Excise Department issued a new excise policy has said that certified documents will also be taken from the contractor regarding the e-bank guarantee that the first right to the e-bank guarantee will be for the contract that the contractor will get. This bank guarantee will only be approved as e-garden of e-challan or acceptable banks deposited through cyber treasury.

Provisions also mentioned for holy cities and villages

The government has prepared options to compensate for it after the liquor shops in the holy cities and villages of the state in the excise policy. It said that if the annual value of a liquor shop is Rs 500 crore and out of these liquor shops are Rs 100 crore annual value of 2024-25, then in such a situation the remaining annual price of Rs 400 crore liquor shops The reserve price will be calculated on the basis of new formulas.

In the formula, it is said that the total annual price of the year 2024-25 of the closed shop will be extracted by the total annual value of the remaining liquor shops in the district, which will be 25 percent. The department has explained this with an example that if the annual price of a shop is Rs 10 crore in the year 2024-25, then the annual base price of 2024-25 will be increased by 20 percent and its interim reserve price will be withdrawn, which is 14.50 crores. Will be money.

Shops will not be shifted anywhere

The new excise policy states that liquor shops will not be operated in 13 urban bodies and 6 gram panchayats from April 1. Licenses of any type of bar and wine outlet will not be given here from April 1, 2025. Their operation will also not be allowed. The shops here will not be shifted anywhere.

The policy has said that a maximum of four liquor shops can be made a single group on the basis of requirement on the basis of geographical area, but only the Excise Commissioner will decide in the case of more shops.

The policy has also said that all liquor shops will be installed by points of sale (POS) machines and billing and sale will be done only by scanning the paste excise adhesive level on the bottle of liquor. If this is not done, for the first time, 25 thousand rupees and after that every investigation will increase the penalty of five thousand rupees per case. That is, thirty thousand for the second time, a penalty of thirty five thousand rupees will be imposed for the third time.

Extended the scope of distribution of liquor in open area

Restaurant bar can currently operate the license on other floors and open roofs besides its dining area. For such extra floor, an area of ​​500 sq ft is necessary and 10 percent more license fees have to be paid for each floor. In the new financial year, this eligibility can also be given the open space on the same floor of the extra floor and seven restaurants of the open roof with conditions. This eligibility will also be with the restaurant bar to low alcoholic beverages bar.

Licenses will be given for commercial events

The Excise Department has said that relevant licenses will be given for commercial types of events for which there will be separate license fees. During this time alcohol can be used. According to the fees fixed for this, the license fee will be recovered based on the number of persons attending the program.

There will be 25 thousand license fees for 500 persons.
There will be a license fee of 50 thousand rupees for one thousand persons.
There will be a license fee of 75 thousand rupees for two thousand persons.
There will be a license fee of Rs 1 lakh for 5 thousand persons.
There will be a license fee of two lakh rupees for more than five thousand persons.
