The Modi government at the Center has approved the formation of the 8th Pay Commission for central employees. In Madhya Pradesh too, employee organizations have started making demands regarding this. Employees are hopeful that after the Centre, the Mohan Yadav government of Madhya Pradesh will implement the 8th pay scale. Because it is implemented in the states only after the new pay scale is implemented for central employees. If this happens, then the government employees of Madhya Pradesh will get a direct benefit of Rs 5 to 11 thousand in salary. How is the new pay scale implemented?
Keeping in view the possible inflation, a new pay scale is implemented for government employees every ten years. For this, first of all a commission is formed. This commission studies the percentage by which inflation has increased in the last few years, on the basis of which it is decided by what percentage inflation is likely to increase in the next few years. On this basis, the proposal for new pay scale is prepared.
How is the salary of employees decided?
The ‘fitment factor’ is also considered during the draft of the new pay scale. The salary of government employees is decided through fitment factor. In this, salary is calculated based on inflation rate, needs of employees, pension etc. In this, the financial health and budget of the government is also taken care of. While implementing the 7th pay scale in January 2016, the fitment factor was fixed at 2.57 percent and the pay scale was increased on the basis of this percentage.
How will the employees of Madhya Pradesh get the benefit?
Usually, it is implemented in the states one year after the new pay scale is implemented. The 7th pay scale was implemented for the employees of the center from January 1, 2016. After this, it was implemented in Madhya Pradesh from 22 July 2017. However, this time when the benefit of 8th pay scale will be available in Madhya Pradesh will depend on the recommendations of 8th pay scale. Anyway, it depends on the state government to give the same benefits to the central government employees in the states or to constitute a separate pay commission for the state and call for recommendations.
Employees will have to wait for 2 years?
Employees in Madhya Pradesh got the benefit of 7th pay scale in 2017 before the 2018 assembly elections. Therefore, it is expected that the employees in the state may have to wait for 2 years for the 8th pay scale.
State General Secretary of Third Class Employees Union, Umashankar Tiwari said, “After the implementation of the 8th pay scale by the Central Government, it is expected that its benefits will be given to the employees in Madhya Pradesh also. However, it has been seen so far that the pay commission given by the Center is not followed in Madhya Pradesh. Employees of different cadres are still being given different pay scales in the state. Many employees are still getting the 5th pay scale. The government should also remove these discrepancies. Hopefully the employees will get benefits before the next assembly elections.”
How much will the salary increase in Madhya Pradesh, understand the mathematics
Sudhir Nayak, President of the Ministry Employees Union, says, “In 2017, the employees of Madhya Pradesh got a benefit of up to 14 percent in the seventh pay scale. At least 14 percent pay scale benefit is expected in the 8th pay scale. “With this, there can be an increase in the salary of employees and officers who have completed 10 years in government service by Rs 5,000 to Rs 11,000.”
Understand the mathematics of salary increase like this
Fourth class – Class IV employees who have completed 10 years of service are currently getting a total pay scale of Rs 34 thousand 314. In this, the basic salary is Rs 20909 and the remaining DA (dearness allowance), HRA and other allowances etc. have been added.
After 8th pay scale – With 14 percent increase, the salary will increase by Rs 4 thousand 803 to Rs 39117.
Assistant Grade 3 (Third Class) – Class III Assistant Grade 3 employees who have completed 10 years of service currently get a total salary of Rs 42 thousand 927. In this his basic salary is Rs 26 thousand 162. Apart from this, DA, CA, Allowance, HRA are included in it.
After 8th pay scale – After 14 percent increase, salary will increase by Rs 6 thousand 9. After this he will get a salary of Rs 48 thousand 936.
Assistant Grade 2 (Second Class) – Class II employees who have completed 10 years of service get a salary of Rs 72 thousand 528 according to the 7th pay scale. In this the basic salary is Rs 34 thousand 93. After this DA and other allowances are added to it.
After 8th pay scale – After 14 percent increase, the salary will increase by Rs 10 thousand 153. After this the total salary will be approximately Rs 82 thousand 681.
