Union Home and Cooperation Minister Amit Shah today chaired a review meeting on the implementation of three new criminal laws in the state in the presence of Madhya Pradesh Chief Minister Dr. Mohan Yadav in New Delhi. In the meeting, the implementation and current status of various new provisions related to police, jail, court, prosecution and forensics in Madhya Pradesh was reviewed. Union Home Secretary, Chief Secretary of Madhya Pradesh and Director General of Police, Director General of BPR&D, Director General of NCRB and many senior officials of the Union Home Ministry and State Government were present in the meeting.

During the discussion in the meeting, the Union Home and Cooperation Minister said that the soul of the three new criminal laws brought by Prime Minister Narendra Modi lies in the provision to provide justice in any case from FIR to the Supreme Court within three years. Appreciating the work done so far by the Madhya Pradesh government regarding the implementation of new criminal laws, the Home Minister stressed on 100 percent implementation of the new laws in the state soon.

Amit Shah said that before registering a case under sections related to terrorism and organized crime, the case should be evaluated by senior police officers.

The Union Home Minister said that there should be continuous monitoring as to how many ZERO FIRs were converted into regular FIRs. He also said that such arrangements should be made that FIRs can be transferred between two states through CCTNS. He also stressed on ensuring availability of more than one forensic science mobile van in every district. Shah also stressed on creating adequate number of cubicles in hospitals and jails to facilitate recording of evidence through video conferencing.

Amit Shah said that trial in absentia should be started against those fugitives accused in national security related cases who have been absconding from the country for a long time. He said that there is a provision for Trial In Absentia in the Indian Civil Defense Code under which action can be taken against fugitive criminals. He also asked the state government to spend ICJS funds as per the standards set by the Government of India.

The Union Home and Cooperation Minister said that the police should provide information about the people detained for questioning on the electronic dashboard, along with the seizure list and information about the cases sent to the courts should also be kept on the dashboard. He also directed the State Director General of Police to continuously monitor these cases.

Emphasizing on the recruitment of officers knowledgeable in forensic science, Amit Shah said that the Madhya Pradesh government should enter into an agreement (MoU) with the National Forensic Science University for this. Also, students from Physics and Chemistry background should be recruited by providing them opportunities and conducting diploma courses related to forensics.

On the provision of electronic evidence in the new laws, the Union Home Minister said that for its proper implementation, the State Home and Health Department should hold a meeting and insist on receiving post-mortem and other medical reports from hospitals electronically. He said that Madhya Pradesh is a leader in the matter of e-summons, hence the state government should make such arrangements that officials from other states can visit Madhya Pradesh and understand about the successful implementation of e-summons.

The Union Home Minister also stressed on the provision of legal aid and necessary training for providing justice to the poor. He said that it is the responsibility of the government to fight the case of the poor in the right manner. Shah said the Madhya Pradesh Chief Minister should review the progress of implementation of the three new laws once a month, the Chief Secretary every 15 days and the Director General of Police once a week with officials of all concerned departments. He said that the Director General of Police of the state should sensitize all the policemen that providing timely justice is their priority.
