The Council of Ministers meeting was held in the Ministry on Wednesday under the chairmanship of Chief Minister Dr. Mohan Yadav. Taking an ambitious and decisive step to make the state poverty free by the year 2028, the Council of Ministers approved the implementation of ‘Garib Kalyan Mission’. The objective of the mission is to bring economic upliftment of the poor and deprived sections of the state and bring their income to the minimum income level. The Garib Kalyan Mission will be jointly implemented by the Panchayat and Rural Development and Urban Administration and Development Department with the cooperation of other departments.

Garib Kalyan Mission mainly focuses on three components namely improvement in multi-dimensional poverty index, livelihood strengthening and empowerment of existing organizations. The main points of Multidimensional Poverty Index are ensuring nutrition of women and children, reducing infant mortality rate, ensuring health of pregnant women, ensuring secondary education, attendance of students up to secondary class in school, availability of adequate fuel for cooking. Financial inclusion will be improved with sanitation, drinking water availability, electricity connection, housing construction, resource availability to families, availability of bank accounts.

Garib Kalyan Mission-2028 will prove helpful in taking the people of the state on the path of self-reliance and prosperity by ensuring better implementation of the current government schemes through empowerment of the local community. Chief Minister Dr. Yadav ‘Poor Welfare Mission-2028’ was announced on the auspicious occasion of Independence Day of the year 2024.

Approval for installation of solar roof top plants in government buildings

The Council of Ministers has approved the installation of solar roof top plants in government buildings of the state under “PM Suryaghar Free Electricity Scheme”. Solar roof top plants are to be established in mission mode by the year 2025-26. At the district level, government buildings with capacity of 20 kilowatts and above are aggregated and sold to Madhya Pradesh through tender in RESCO method or CAPEX mode. The scheme will be implemented by Energy Development Corporation Limited. “PM Suryaghar Free Electricity Scheme” has been started by the Central Government. Among the various components of this scheme, along with the installation of solar roof tops in domestic areas, solar roof top plants are to be installed in the government buildings of the state.

The installation and operation of solar roof top plants in all government buildings will be monitored by the “State Level Coordination Committee” and “District Level Committee” formed under the “PM Suryaghar Free Electricity Scheme”. All departments will prepare an action plan for installing solar power plants on their buildings and all district collectors will present it before the “State Level Coordination Committee” on the government buildings of the district. With the successful and efficient implementation of this scheme, the state will definitely be included among the leading states of the country in the field of solar energy.

Approval of Rs 1565 crore for operation of the second phase of Dial-100 service.

Total estimated by the Council of Ministers for operation of the second phase of Integrated Police Call Center and Control Room System (Dial-100) service from April-2025 to September-2030 (5 years 06 months) with 1200 First Response Vehicle (FRV) The project worth Rs 1565 crore was approved.

Decision to continue “Mukhyamantri Machhua Samridhi Yojana” till the year 2025-26

It has been decided by the Council of Ministers to continue “Mukhyamantri Machhua Samridhi Yojana” in the next 2 years (year 2024-25 and year 2025-26). Under the scheme, implementation of programs like fish seed production/fish farming in rural ponds, shrimp farming in rural ponds, training to fish farmers, Kisan Credit Card (interest subsidy), establishment of smart fish parlor, development of integrated information system, conservation of state fish mahseer etc. An amount of Rs 100 crore state share has been approved for this.

Approval of creation of new posts for establishment of police band in every district.

The Council of Ministers has approved the creation of a total of 932 new posts for the establishment of police bands in the districts of Madhya Pradesh. This includes 10 Inspector Band, 38 Sub Inspector Band, 72 Assistant Sub Inspector Band, 170 Head Constable Band and 642 Constable Band posts.
