Madhya Pradesh government has issued new rules for using the amount of additional stamp duty to pay salaries, allowances and honorarium to officers and employees of district and gram panchayats. This step will financially empower the Panchayat Raj institutions. This rule will start being implemented from January 20. Under Section 75 of Madhya Pradesh Panchayat Raj and Village Swaraj Act 1993, additional fee up to one percent can be charged on stamp duty. This amount will be used to pay salaries, allowances and honorarium to the employees of Panchayati Raj institutions. This step has been taken with the aim of making the Panchayat institutions financially strong, so that there is no hindrance of any kind in the functioning of the Panchayats.
How will the amount be used?
Under the new rules, the amount received from additional stamp duty will be mainly used for the salaries and allowances of Janpad Panchayat employees. Apart from this, the honorarium of District Panchayat officials will also be paid from this amount. The honorarium and salaries of employment assistants, secretaries and officials of Gram Panchayats will also be paid from this amount.
Saving amount will be used
If additional amount is left, it will be spent on infrastructure works of district and gram panchayats. This amount will be transferred to the Panchayats on the basis of population through online portal, which will enable the Panchayats to get better financial assistance.
