The Kolkata High Court has ordered a CBI inquiry into the rape and murder of a female doctor at RG Kar Medical College and Hospital. This decision has come after protests across the country. The High Court has asked the police to immediately hand over all the documents related to the case to the CBI. In fact, the body of a postgraduate trainee doctor was found in a seminar hall of RG Kar Hospital on Friday morning. It is being said that she was raped and then murdered. A civic volunteer was arrested in this case on Saturday.
High Court expressed concern
Earlier in the day, the High Court had directed the West Bengal government to submit the case diary of the case by 1 pm. During the hearing, the High Court expressed serious concern over the way the hospital administration handled the case. The court said that there have been many shortcomings on the part of the hospital administration. The hospital administration should have registered the case.
Victim’s parents reached the court
The parents of the trainee doctor had approached the High Court. They had demanded a court-monitored investigation into the matter. Apart from this, several other public interest litigations (PILs) were also filed, demanding a CBI inquiry.
Protests across the country
Resident doctors of government hospitals across the country protested against this incident. Resident doctors in West Bengal and Delhi started an indefinite strike, which has affected OPD services and non-emergency surgeries. The strike was started on the call of the Federation of Resident Doctors Association (FORDA). FORDA has said that the strike will not end until justice is achieved and our demands are met.
What did the court say?
Earlier, while hearing the petitions, a division bench of Chief Justice TS Sivagnanam and Justice Hiranmay Bhattacharya found that there was some deficiency in the investigation. The division bench asked whether the statement of the then Principal of the Medical College, Sandeep Ghosh, was recorded, to which the lawyer appearing on behalf of the state government replied ‘no’. Questioning how Ghosh, who resigned from the post of Principal of RG Kar Hospital, was reinstated as the Principal of Calcutta National Medical College and Hospital within a few hours.
Questions raised on the attitude of police
According to lawyer Bilwadal Bhattacharya, the delay in filing the FIR and then arresting someone was enough to show how careless the police’s attitude was. We are grateful to the court that the case has now been handed over to the CBI which will be monitored by the court. Now the court has also directed the CBI to file reports from time to time. If the parents of the deceased girl feel threatened, the CBI should always take all necessary steps to provide them protection under the witness protection scheme.

The incident happened on the night of 8-9 August
This horrific incident happened on the night of 8-9 August, when the body of a trainee doctor was found in Kolkata’s Radha Govind Kar Medical College. This doctor was 31 years old, who was on night duty that day with three other doctors. Two of these doctors were from the Chest Medicine Department, one was a trainee. One employee was from the hospital’s house staff. That night all these doctors and employees had dinner together.
The accused had entered the hospital seminar hall through the back door
After this, the lady doctor went to the seminar hall of the hospital to sleep at around 2 o’clock in the night. After this, Sanjay Roy came to this seminar hall from the back door and first he brutally murdered this girl and then raped her. The biggest thing is that this accused was neither from the hospital staff, nor was he a relative of any patient. He used to work as a civic volunteer for Kolkata Police.
The accused was a civic volunteer in the hospital
Whenever a policeman was admitted to this medical college, he used to be present as an assistant to bring his medicines and for other help. But on the day this incident happened, the accused had not come to the hospital for any work. That day he came to the back of the hospital to drink alcohol and after drinking alcohol, he watched obscene videos on his mobile phone. Then he committed the crime.
The accused came out of the seminar hall at 4:45 in the morning
After this, he was seen coming out of the seminar hall at around 4.45 am. After committing the crime, the accused had tried to tamper with the evidence. Police have found evidence which shows that the accused had tried to wash off the blood stains from the crime scene. After returning home, he also washed his clothes. A case has been registered against the accused under sections 64 (rape) and 103 (murder) of the BNS.
The prime accused in this case, Sanjay Roy, was a member of the Police Welfare Society. He had come to attend a meeting at Salua in Kharagpur from August 5 to August 8. Sanjay Roy was present there claiming to be working as a civic assistant.
What happened on August 8 and when? Complete incident
Morning: Sanjay Roy returned to Kolkata from Salua.
Afternoon: After coming to Kolkata, he went to get a patient admitted to the hospital by doing RG as a broker. The patient was admitted.
11 pm: Sanjay came back to the same building of the hospital to see the patient and get an X-ray done. At that time the patient’s family members were also present with him.
1 AM: Sanjay returned to the same building to help another patient who was to undergo an operation. After helping, he returned from the hospital premises at around 1:30 pm.
3 AM: Sanjay RG Kar was also seen drinking alcohol with a relative of the patient behind the hospital. He gave money to help the person accompanying the patient and booked an Uber bike so that he could return home.
After 3 pm: Sanjay went to the third floor of the Chest Medicine building. Within minutes, he reached the seminar hall where the female doctor was resting. Sanjay allegedly raped and murdered the female doctor there. After about 40-45 minutes, he left the seminar hall.
Morning events:
4:37 am: CCTV footage showed Sanjay going out. He took his bike and came back to the barrack and went to sleep.
Morning: Kolkata Police noticed Sanjay’s suspicious activities in CCTV footage and picked him up from the barracks and took him to the hospital. After a long interrogation throughout the day, Sanjay was arrested late in the evening.
This case has emerged as a major incident that shook the medical field in Kolkata. In which the police took swift action and succeeded in arresting the accused.
The accused pleaded to be hanged
The accused is now pleading to be hanged. He has confessed his crime and said during interrogation, “Yes, I have committed a crime, hang me.” Police investigation revealed that the accused Sanjay Roy had a habit of assault for a long time. During interrogation, he also confessed to attacking his mother, sister and wife.
Kolkata Police has seized two mobile phones of both the victim and the accused and is in the process of extracting data from the accused’s phone. CCTV footage from RG Kar Hospital has been collected for investigation. The officials have questioned not only the hospital staff including doctors but also the five policemen deployed there to gather any necessary information regarding the crime.
