Chief Minister Shri Vishnu Dev Sai took a marathon meeting of departmental secretaries and heads of departments at the Ministry Mahanadi Bhavan today. He inspired the officials to work with departmental coordination and team spirit to move forward towards developed Chhattisgarh.
In the high level meeting, Chief Minister Shri Sai instructed to speed up capital expenditure, transparency in government functioning, quick resolution of the problems of the common people and to complete the construction work on time with quality. He appreciated the officials who performed better and asked the officers to improve self-assessment.
Chief Minister Shri Sai said that the e-office system has increased transparency in the functioning of governance and this is making the resolve of good governance realizing. He expressed happiness that the e-office system has been implemented in almost all departments. The remaining department should compulsorily implement it by December 2025. The Chief Minister laid special emphasis on improvement and maintenance of roads for smooth traffic. Also, strict action was given in case of any irregularity found in government procurement from Gem portal.
The Chief Minister said that capital expenditure strengthens the infrastructure of the state and lays the foundation of long -term development. He instructed departments with low capital expenditure to speed up the works. Chief Minister Shri Sai said that the silver jubilee year of the state is being celebrated as “Atal Construction Year”. This year’s budget has made 18 percent more provision than last year. He directed the officials to provide administrative approval of the provisions provided in the budget on time, tenders of sanctioned works should be issued soon and without delay work should be started.
He said that all the work of capital expenditure is directly related to the public interest, so it is necessary to complete them on time. The departments whose expenditure is less than in the previous year, identify its reasons and make immediate improvements. The Chief Minister said that the rain is now on the end of the end, in such a situation, while utilizing the next two months, complete all the formalities related to the construction works soon.
Officers listen to public problems with patience
Chief Minister Shri Sai asked the departmental secretaries to listen to the problems of all the people patiently and resolve them. He said that sustainable monitoring and regular migration increases the pace of development. In-charge Secretary should visit the districts with their own charge every two months and review the implementation of the schemes.
Biometric attendance to tighten the functioning of the ministry
Chief Minister Shri Sai directed to implement biometric attendance system from December 1 with the aim of bringing tightness to the functioning of the ministry. He said that the officers should reach the office on time and motivate their subordinates to also time.
Chief Secretary Mr. Vikas Sheel informed the Chief Minister that from December 1, a biometric attendance system will be implemented for senior officers from Deputy Secretary level in the Ministry. Chief Secretary Shri Vikas Sheel, Additional Chief Secretary Mr. Manoj Kumar Pingua, Additional Chief Secretary Mrs. Richa Sharma, Principal Secretary to Chief Minister Mr. Subodh Kumar Singh, Secretary to Chief Minister Mr. P. Dayanand, Chief Minister’s Secretary Mr. Rahul Bhagat and all departmental secretaries were present on the occasion.
