The CPU fan does not move continuously in the laptop, it moves only when the temperature of the hit shink goes above a certain range. A thermal diode or sensor circuit is used for this. But if the laptop is an over hit then it is a serious problem.

How to solve when over heat:- In the laptop, dust etc. accumulate on the heat shink, due to which the heat of the fan heat shink is not sent out and the temperature of the shink increases, due to which the laptop gets warmer than the CPU limit and has an impact on its working ability.
For this, clean the dirt from the heat shink.
The processor is rapidly heated even when there is more load on the CPU in the laptop. For this, go to the task manager and close the process without any meaning.
The processor starts getting very hot even after the virus in the laptop, because the processor keeps working continuously. For this, scan the laptop system with antivirus.
Sometimes the laptop battery also causes laptop to heat up. In such a situation the battery is spoiled.
Even after taking the above measures, if the laptop is overheating, there is a malfunction in the motherboard of the laptop.
