Deputy Chief Minister Jagdish Deora gave instructions

Deputy Chief Minister Jagdish Deora has instructed all the departments to complete the formalities related to the recruitment process, so that the year-wise recruitment process can be completed without any hindrance. With this decision of the state government, the instructions and orders issued earlier by the General Administration Department will become ineffective. But on the basis of orders and circulars issued earlier, the recruitment process for such vacant posts on which the departments have taken till October 30, 2024, will not be considered cancelled.

Staff Selection Board

In these, the proceedings for recruitment on vacant posts of direct recruitment are conducted by Staff Selection Board, Madhya Pradesh. Have been sent to Public Service Commission/other institution. Apart from this, the appointment has been made but the charge is yet to be taken or the appointment letter is yet to be issued on the basis of the examination results.

Mainly on the basis of sanctioned posts in the cadre, the administrative department has been authorized to fill only 5% of the posts through direct recruitment. This circular is postponed till the year 2028-29.

Calculation of vacant posts as on 1 April 2024

The state government has given guidance regarding the calculation of filling the vacant posts of first class, second class and third class direct recruitment. According to this, first of all the vacancies for direct recruitment in each cadre will be counted as on April 1, 2024.

Among these, such posts in respect of which proceedings are in progress in the Staff Selection Board/MPPSC or other institutions, will not be included in the calculation of vacant posts. Such 13% posts which have been stopped after the final examination result for backward classes will also not be taken into account in the calculation of vacant posts.

This is how the vacant posts will be filled

Cadres in which the number of vacant posts ranges from 1 to 50, will be filled in two phases (i.e. 50% posts will be filled in the financial year 2024-25 and the remaining 50% posts will be filled in the financial year 2025-26). In those cadres in which the number of vacant posts ranges from 51 to 200, the posts will be filled in three phases.

If it is less than 33%, then the vacant posts will be filled in one go, if it is 33% or more but less than 66% then the posts will be filled year wise. 8% posts will be filled in the first year 2024-25, 46% in the second year 2025-26 and 46% in the third year 2026-27.

If the number of vacant posts is 66% or more, then the year wise filling will be 8% in the first year 2024-25, 31% in the second year 2025-26, 31% in the third year 2026-27, 30% in the fourth year 2027-28. % will be recruited. In such cadres in which the number of vacant posts is more than 200, the following principles will be adopted regarding filling of posts.

If the number of vacancies for direct recruitment is less than 25%, then the vacancies will be filled in one go. If it is 25% or more, but less than 50% vacancies for direct recruitment, then the posts will be filled year wise. In this, 8% posts will be filled in the first year 2024-25, 46% in the second year 2025-26 and 46% in the third year 2026-27.

Not admitted in dying cadres

No recruitment will be done in any way in the cadres which have been declared dying cadre by the state government. Direct recruitment to the post of drivers for contract vehicles is not necessary. Specific departments where direct recruitment to the vacant posts of vehicle drivers is necessary should submit proposals with facts to the Finance Department and obtain approval.

Outsourced services of Class IV personnel

Action will be taken as per the policy instructions regarding obtaining the services of Class IV personnel to outsource the work done against Class IV posts in various offices of the state government. Special departments where direct recruitment on vacant posts of class IV is necessary, they will send the proposal along with facts to the Finance Department and get approval. Instructions have been given to take special care that the cadre management is not affected while filling the vacant posts.
